Primary functions: 
  • Develop a Complete Understanding of the Air and Regulatory Program: During the first  two months, work closely with the Air & Regulatory Team Lead to meet with internal stakeholders; including HSER, Operations, Digital, Engineering, PSCM and Accounting personnel to develop an overall understanding of how the current program works (i.e. key interfaces, compliance obligations and deadlines, compliance assurance systems, equipment inventories, in-progress projects and timelines, etc.). 
  • Stack Testing Program Leader: Own primary responsibility for working with operations, emissions mechanic, stack testing vendors and agency representatives to ensure compliance with stack testing requirements. This includes test scheduling, communicating emissions limits, notifications, and agency reporting. The specialist requires understanding of the regulations per 40 CFR part 60, subpart JJJJ and part 63, subpart ZZZZ and make applicability determinations.
  • Air Permitting: Get up to speed quickly on equipment changes that trigger a new air permit or modification of an existing air permit. The specialist will work closely with operations and ensure the facilities are appropriately permitted and compliant with all regulations. Prepare emissions calculations and submit permit applications to the agency in a timely manner. Communicate new requirements or adjustments in emissions limitations to operations.
  • NSPS OOOO/OOOOa Compliance and Reporting: The specialist will make applicability determinations per the rule and work with operations to ensure compliance as well as annual report preparation and submittal to the agency or agencies. 
  • Regulatory Compliance and Reporting: The specialist will perform various duties for regulatory compliance in accordance with the AOGC. These duties include and are not limited to: Reporting fluid level shots on wells in TA status, applying for TA extensions, gathering and filing bonds for TA wells, submitting P&A information to agency, submitting forms for any downhole work performed on injection wells, preparing and submitting drilling permits for SWDs, and submitting check request for SWD well royalty payments. The specialist will work closely with the digital team to automate the regulatory data collection and reporting process.
Must have:
  • Oil and Gas regulatory experience 
  • Experience with Microsoft Office 365/ Office Suite, with proficient skills in Outlook, Word, Excel, PowerPoint, and Teams
  • Moderate to Intermediate Excel skills (or strong desire for development) including logical and lookup formulas, pivots and formatting
  • Ability to proficiently schedule, coordinate, plan and monitor multiple projects simultaneously
  • Detail-oriented, highly organized, self-motivated, and ability to prioritize workload
  • Willingness to learn and take on new items frequently
  • Strong communication skills: Will require communication with various groups across HSE, Operations and other departments
  • Ability to function well in a team-oriented environment
  • Strong problem solving and analytical skills 
  • Base knowledge of NEHAP ZZZZ and NSPS JJJJ
 
Wishlist:
  • Oil & Gas air quality permitting and compliance experience 
  • Experience with GRI-GLYcalc program
  • Working knowledge of GHG reporting Subpart W
  • Prior experience with submitting Subpart OOOO/OOOOa reports to EPA
  • SQL and/or PowerBI experience
  • General knowledge of upstream/midstream oil and gas operations
